The MEMS is comprised of contingency medical modules as well as community outreach that can perform a wide array of medical functions that are needed to cope with massive numbers of casualties.

The MEMS Planning Guide provides an explanation of the MEMS concept and includes two-page fact sheets for each of the MEMS components. The fact sheets provide the information needed to plan, exercise and operate the MEMS components before and during a disaster. A series of action check lists provide steps that your community can take to implement MEMS.
